In his recent letter (13Th Aug) Councillor Norrie Macdonald tells us I am misrepresenting the facts. All I have done is taken what information he has provided and asked questions. Are the people of Point not allowed to publicly ask any questions of their elected members?

 

He tells us that bureaucracy is at the core of the recent mobile library services. The meaning of bureaucracy within a local authority is where decisions are taken by the council officers and not the elected members. Does he really mean this?

 

Definition of Bureaucracy: “A system of government in which most of the important decisions are taken by state officials rather than by elected representatives.

- a state or organization governed or managed as a bureaucracy.

- the officials in a bureaucracy, considered as a group or hierarchy.

- excessively complicated administrative procedure.

- "the unnecessary bureaucracy in local government"

 

With bureaucracy comes waste, with this waste comes serious costs. How much money has been wasted over the past four years in trying to come to a decision on the mobile library service?

 

Contrary to what Councillor Macdonald would have us believe, there are at least two very detailed reports written on mobile library services. Why were they not used and how much was wasted on these? Further to this, are council tax payers going to have bigger bills because of a problem with bureaucracy? Is this problem endemic across all the council's business?

 

Has Cllr Macdonald discussed this waste with the council leader, Roddie Mackay or does he need to highlight it to Audit Scotland?

 

As a constituent in the Point ward, I look forward to Cllr Macdonald explaining to me what is actually going on within our council.

 

As for the matter of mobile library services, I hope that our councillor's inference that a satisfactory solution will be found by the end of the month.
